Place the cabbage in a large bowl and cover with boiling water for 10-15 minutes while preparing everything else, this will soften the cabbage. Drain and squeeze excess water with your hands.
In a medium size pan saute onions and carrots in butter, once the butter cooks off add 1/4 of water until tender. Stir occasionally to prevent the veggies from burning.
In a large mixing bowl combine all of the ingredients, mixing really well. I used a plastic glove and it worked great. You want to make sure all of the spices are incorporated evenly into the mixture.
Form patties: I used an ice cream scoop to make sure they were all about the same size. Then formed patties using your hands. With a back of a spoon flatten each patty.
Sauce
In a medium size bowl add the marina sauce and heavy cream and mix well. Top each patty, about 1 tbsp per patty.
Bake at 350 for 35-40 minutes or until the ground beef is fully cooked.
